Elizabeth Moore focuses her practice on collective bargaining, mediation, disciplinary and grievance proceedings, equal employment opportunity, diversity initiatives, work force efficiency/reduction programs, and preventive labor strategies. She heads the firm’s Preventive Services team. She is also involved in advising clients on New York legislative and regulatory matters, economic development, and ethics issues.

Prior to joining the firm, Ms. Moore served as counsel to New York State Governor Mario M. Cuomo from 1991 to 1994. In that capacity, she provided legal counsel to the governor, senior staff, and agency heads concerning the complex issues affecting the state and its citizens.

In 1987, Ms. Moore became director of the Governor’s Office of Employee Relations and served as the state’s chief negotiator and principal spokesperson on all labor and employee relations matters. She directed the labor negotiations with six public employee unions representing nearly 200,000 state employees, including state university faculty and staff, and administered the state’s collective bargaining agreements and a broad range of labor and management committee activities and employee benefits packages. She also initiated the statewide total quality management program.

Prior to serving in state government, Ms. Moore was an attorney for Consolidated Edison Company of New York Inc. and the American Express Company, focusing on employment law. She also was manager of the Equal Opportunity Division of the Equitable Life Assurance Society of the United States.

Ms. Moore is a Groat Award recipient, the highest honor awarded by Cornell University’s School of Industrial Relations to a member of the alumni “who has demonstrated exceptional professional accomplishment in the field of industrial and labor relations.”

As an involved Cornell alumnus, Ms. Moore chairs a Committee established by the trustees to develop ways to increase the participation of alumni of color in all aspects of Cornell alumni activities. The Committee is also working with the University to establish a student-alumni mentoring program to provide additional opportunities for interaction between alumni and students.

Her memberships include Cornell University, Board of Trustees; Rochester Institute of Technology, Board of Trustees; New York Urban League Board of Directors. Appointed by Attorney General Eliot Spitzer to the New York State Second Department Judicial Screening Committee.
